Users and what they can do
This page explains the roles of users and what they can do in the sponsorship management system.
Role of the authorising officer
The authorising officer does not have automatic access to the sponsorship management system. If the authorising officer needs access, they must be set up as a user. This will mean that they have two roles, as authorising officer and user.

Role of the representative
A representative cannot act as an authorising officer but can have access to the sponsorship management system as either a level 1 or a level 2 user.

Role of the level 1 user
Once logged on, the level 1 user can set up a structure of users within your organisation, to manage the allocation of certificates of sponsorship and their administrative role.
A level 1 user can:
- add more level 1 users and add level 2 users or remove them;
- assign certificates of sponsorship to migrants;
- ask for an increase in your annual allocation of certificates of sponsorship;
- tell us of minor changes to your details;
- use the 'change of circumstances' section to ask us to record bigger changes in your circumstances;
- report migrant activity to us (such as telling us if a migrant goes missing or does not attend their job or course);
- withdraw certificates of sponsorship;
- manage work or study addresses; and
- amend user details.
A level 1 user can search for a certificate of sponsorship, and can view all assigned, used, expired, withdrawn and partially finished certificates of sponsorship entered by any user.
When you add a new level 1 user to the system, the request is sent to us. If we approve the request, we will send confirmation to the authorising officer. The user ID will be available to view on the system by a level 1 user, and this should be given to the new user. The password will be sent directly to the user by email.
If you have several level 1 users, you can deactivate one or more in the system. If you only have one level 1 user, you must ask us to deactivate the user as you will not have access to the system. You should make this request in the change of circumstances section of the system.
A level 1 user must never disclose their password to anyone else. If they do, we may downgrade the sponsor from an A rating to a B rating, or withdraw the sponsor's licence if it is already B-rated.

Role of level 2 users
A level 2 user can:
- assign certificates of sponsorships to migrants; and
- report migrant activity (for example, if they leave their job or do not arrive for work).
A level 2 user can only search for certificates of sponsorship that they have entered.
When you add a new level 2 user, you will be able to find the new user ID in the system immediately, which you should pass on. The password will be sent directly to the user by email.
A level 2 user must never disclose their password to anyone else. If they do, we may downgrade the sponsor from an A rating to a B rating, or withdraw the sponsor's licence if it is already B-rated.
