Tier 5 - international agreement
This page explains who can sponsor migrants under the tier 5 - international agreement category of the points-based system, and how the scheme works.You must be a diplomatic mission or an international organisation recognised by the United Kingdom to get a licence to sponsor of private servants in diplomatic households or households of officials working for international organisations.
Diplomatic missions and international organisations must send a signed letter from the head of the mission or head of your organisation (or their delegated person), confirming that they agree to the application being made and want a sponsor licence. You must show that the job or employment involved is covered by the terms of the agreement concerned.
General Agreement on Trades in Services and similar agreements
If you have awarded a contract to supply services to an overseas service supplier, and delivering that contract requires employees of that service supplier to be in the UK temporarily their presence may be covered by the UK's commitments under the General Agreement on Trades in Services (GATS) or similar agreements between the EU and other countries. If so, you can apply for a licence to sponsor migrants to come to the UK to provide services to you, the UK client, under the contract.
You must not use this category for intra-company transferees. They must be sponsored under Tier 2 (Intra company transfer).
When you apply for a sponsor licence under Tier 5 (International agreement), you must send us:
- the contract as evidence of the work that will be done; and
- the tender document that you issued, as evidence that the contract was obtained through an open tendering procedure.
