In considering which occupations should be included on the lists the Committee took into account a wide range of evidence. Part of this evidence came from commissioned research and can be seen below.
A review of labour shortages, skills shortages and skills gaps by York Consulting (PDF 469K, opens in a new window). This paper reviews the literature on the definitions and measurement of skills shortages and makes recommendations on how the MAC might use these in its work.
A reanalysis of the National Employers Skills Survey by IFF research (PDF 1.69M, opens in a new window). This project enabled the MAC to use employer skills survey data in its analysis of shortages.
A review of the micro-level determinants of employer demand for migrant labour and the alternatives available for filling shortages. This work was co-ordinated by COMPAS, University of Oxford, who produced an overview paper (Anderson and Ruhs, 2008)(PDF 336k, opens in a new window). In addition, sector papers were produced which examine employer demand for migrants in sectors that frequently use migrant labour.
