MAC publishes report on second partial review of recommended shortage occupation lists for Scotland and the United Kingdom - 21 October 2009

The Migration Advisory Committee (MAC) has published its latest report, making recommendations based on its second partial review of the shortage occupation lists for the United Kingdom and for Scotland. These lists, which are used alongside Tier 2 of the points-based system for managing immigration, comprise skilled occupations where there are shortages that can sensibly be filled by enabling employers to recruit migrants from outside the European Economic Area.

The report's publication was announced by a news story on this website.

The MAC produced its first recommended lists in September 2008, which were accepted in full by the government. The MAC said it would carry out partial reviews every six months, with a full review every two years; it published its first partial review in April 2009. Following this second review, the MAC has now reviewed all occupations orginally recommended in September 2008.

The government will announce in due course whether it accepts the MAC's recommended amendments to the lists. The MAC will continue to review the lists, with the next partial review due to be published in spring 2010. A list of the occupations being reviewed will appear on this website shortly.

The MAC plans to carry out a full review of the whole UK labour market in autumn 2010.

Evidence submitted by stakeholders is an important part of the MAC's deliberations. The MAC encourages stakeholders to submit evidence where it is believed that an occupation should be included, or not included, on the shortage occupation lists.

Publication of MAC report on the points-based system: Tier 2 and dependants - 19 August 2009

The Migration Advisory Committee (MAC) has published a report addressing two questions from the government in relation to the points-based system:

Is there an economic case for restricting Tier 2 to shortage occupations only?

What is the committee's assessment of the economic contribution made by the dependants of points-based system migrants and their role in the labour market?

The publication was announced by way of a press release.

During the preparation of this report, the MAC received a significant amount of evidence from stakeholders. The MAC is very grateful to those who took the time to respond and gave their time to meet with them.

The government has also asked the MAC to report on what further changes to the criteria for Tier 1 should be made in 2010/11, given the changing economic circumstances. The MAC will report to the government on this issue by the end of October.
